Building Trust, Strengthening Communities: FBI Houston Citizens Academy Alumni in Action

The FBI Houston Citizens Academy Alumni Association (FBIHCAAA) is pivotal in strengthening the relationship between federal law enforcement and the Houston community. As a non-profit, tax-exempt 501(c)(3) organization, the Chapter operates independently from the FBI, while remaining deeply committed to supporting its mission. Through education, public awareness, and community preparedness, the FBIHCAAA fosters a safer and more informed society.

Serving as Ambassadors between the FBI and the community, members of the FBIHCAAA bring their professional expertise and civic spirit to various outreach initiatives. These efforts include public presentations, community engagement events, and partnerships that promote a deeper understanding of the FBI’s work. By helping to clarify the FBI’s role in national and local security, the association builds trust and transparency between law enforcement and citizens.

Special Agent in Charge Douglas Williams of the FBI Houston has publicly recognized the vital role that the FBIHCAAA plays in the Bureau’s outreach efforts. “Through the chapter’s continued volunteer, awareness, and outreach efforts, FBIHCAAA has demonstrated its dedication to promoting community engagement and education,” said Williams. “Thank you to the FBIHCAAA members for their unwavering support of the FBI.”

The FBI Houston Citizens Academy Alumni Association (FBIHCAAA) continues to flourish under the leadership of passionate community-oriented individuals. Sandija Bayot serves as the President of the FBIHCAAA. As Chief Development Officer at the World Affairs Council of Greater Houston, she brings extensive experience in outreach, volunteerism, and civic engagement. A proud graduate of both the FBI and DEA Citizens Academy programs, Sandija exemplifies the organization’s commitment to fostering collaboration between law enforcement and the communities they serve.

Under Sandija’s guidance—and thanks to the collective efforts of the FBIHCAAA board—this year’s 2025 Citizens Academy class has grown into one of the largest in the United States. Her belief in the power of unity, education, and proactive involvement continues to drive initiatives that build safer and more informed neighborhoods, reflecting the core values of the FBIHCAAA: integrity, service, and partnership.

At the heart of this collaborative relationship is the FBI Citizens Academy annual class held in Houston that brings together civic leaders, business professionals, and engaged community members. This unique program offers participants a rare, behind-the-scenes look at the FBI’s mission and daily operations. Over several months, attendees interact directly with FBI personnel and gain a deeper understanding of the Bureau’s work—strengthening the bonds between law enforcement and the communities they serve.

Graduates of the Citizens Academy often continue their involvement by participating in FBIHCAAA initiatives throughout the year.
